AIKSCC National Convention declares Grameen Bharat Bandh on January 8, 2020
Farmer organizations from 25 states take a pledge of united agitation
The 3rd National Convention of All India Kisan Sangharsh Coordination Committee (AIKSCC) which saw the participation of 800 delegates from 25 states, concluded on a high today afternoon at the Mavalankar Hall, Constitution Club, New Delhi. The Convention had all members of the National Working Group speaking on various issues affecting the farmers and presenting resolutions on Forest Rights Act, on the implementation of LARR Act 2013 and against forced displacement of Tribals and Peasants, on Free Trade Agreements which allow massive dumping of agricultural produce and domination of MNCs in and control of the agriculture sector, Comprehensive Legislation for Rights of Agricultural Workers and Sharecroppers, against Corporate Loot of farmers, for Pension of Rs. 10,000 for all rural work force, on revamping Crop Insurance and disaster compensation, and on losses suffered by J&K farmers.
In addition to the working group members, leaders of more than 100 organizations from across India addressed the Convention about the issues and activities in their states and made suggestions for the action program of AIKSCC. The Farmers’ Charter of AIKSCC covering 21 issues was presented and discussed at the Convention.
The future program of AIKSCC was discussed and declared in the concluding session of the Convention. Subsequently, the leadership of AIKSCC consisting of the national Working Group members led by convenor VM Singh, addressed a Press Conference and announced the future program.
AIKSCC declared that the farmers of the nation will organize a nationwide Grameen Bharat Bandh on January 8 in protest against the anti-farmer policies and inaction of the Centre and the States on the demands of the farmers. The protest will highlight the government’s failure on various fronts – its failure in ensuring Minimum Support Prices at C2+50% for all crops, in providing freedom from indebtedness, in implementing effective crop insurance and disaster compensation in the face of drought, floods and unseasonal rains, in implementing Forest Rights Act, etc. – and on other burning issues at state level.
The Convention also adopted a plan for strengthening the state units of AIKSCC across the country. Leading up to the January 8th protest, the state units of AIKSCC will plan preparatory programs and conduct outreach in various districts in their states.

एआईकेएससीसी राष्ट्ीय अधिवेशन ने 8 जनवरी को ग्रामीण भारत बन्द करने की घाषणा की।
25 राज्यों से आए किसान संगठनों के नेताओं ने साझा संघर्ष विकसित करने का संकल्प लिया।
अखिल भारतीय किसान संघर्ष समन्वय समिति, एआईकेएससीसी का तीसरा राष्ट्रीय अधिवेशन आज मावलंकर हाल, कौन्स्टिट्यूशन क्लब, नयी दिल्ली में 25 राज्यों के 800 प्रतिनिधियों की भागीदारी के साथ आज जोश और उत्साह के साथ सम्पन्न हुआ। अघिवेशन मं राष्ट्ीय वर्किंग ग्रुप के सभी सदस्यों ने किसानों के विभिन्न सवालों पर संबोधित किया जिनमें वन अधिकार कानून, एलएआरआर 2013 के सख्ती के साथ अमल, आदिवासियों और किसानों के जबरन विस्थापन के विरूद्ध, मुक्त व्यापार संधियों के विरूद्ध जो फसलों की डम्पिंग और विदेशी कम्पनियों के खेती में हस्क्षेप बढ़ाने व नियंत्रण करने की अनुमति देती हैं, कृषि मजदूरों व बटाईदार किसानों के हक के लिए एक समग्र कानून बनाने, कारपोरेट की लूट के विरूद्ध, सभी ग्रामीण लोगों के लिए 10,000 रुपये की पेंशन देने, फसल बीमा योजना तथा आपदा मुआव्जा को सुधारने तथा जम्मू-कश्मीर के किसानों के नुकसान की भरपाई, आदि थे।
वर्किं ग्रुप सदस्यों के अतिरिक्त देश भर से आए 100 से अधिक किसान संगठनों के नेताओं ने अधिवेशन को संबोधित किया और अपने क्षेत्र के महत्वपूर्ण सवालों व गतिविधियों को प्रस्तुत किया तथा कार्ययोजना पर अपने सुझाव रखे। एआईकेएससीसी के 21 सूत्री मांगपत्र के किसाना घोषणापत्र पर भी चर्चा की गयी।
एआईकेएससीसी के भावी कार्यक्रम पर भी चर्चा की गयी और अंतिम सत्र में संयोजक श्री वीएम सिंह के साथ वर्किंग ग्रुप ने एक मीडिया सम्मेलन को संबोधित किया, जिसमेें भावी योजना प्रस्तुत की गयी।
एआईकेएससीसी ने घोषणा की कि वह देश भर में 8 जनवरी को सरकार की किसान विरोधी नीतियों और केन्द्र व राज्यों द्वारा समस्यों के हल के लिए कुछ न करने के विरूद्ध ‘राष्ट्रीय ग्रामीण बन्द’ आयोजित करेगा। यह विरोध सरकार की विभिन्न सवालों पर विफलता को प्रकाश में लाएगा जिनमें सभी फसलों के लिए सी2 पर 50 फीसदी समर्थन मूल्य, कर्ज से मुक्ति दिलाने और प्रभावी फसल बीमा तथा आपदा मुआव्जा देने व अन्य, राज्याों के सवाल थे।
अधिवेशन मे तय किया गया कि सभी राज्यों में इकाईयों को मजबूत किया जाए और 8 जनवरी के विरोध में बढ़चढ़कर भागीदारी कराई जाए। राज्य इकाईयां इसकी ठोस योजना तैयार करेंगी।
जिन नेताओं ने प्रेस वार्ता को संबोधित किया उनमें वीएम सिंह, राजू शेट्टी, हनन मौला, मेधा पाटकर, अतुल अंजान, डा0 आशीष मिततल, डा0 सुनीलम, राजा राम सिंह, डा0 दर्शनपाल, सत्यवान, प्रतिभा शिन्दे, आविक सहा और किरन विस्सा शामिल थे।

Every 30 minutes, a farmer commits suicide in India – Aren’t we complicit in allowing this to continue?
It's a difficult reality to face, but it is the truth. Today, Indian farmers - be it landowners, sharecroppers/tenants, women, dalit, adivasi cultivators or landless agricultural labourers - are rendered bankrupt. Official data shows that the debt burden of farmers is increasing. Farming has become a loss-making proposition. As a result, farmers who provide for the entire nation are heavily indebted. They are left to fend for themselves and struggling for a dignified life in an indifferent society, with an uncaring government. They have been robbed not just of their financial dues but also of their dignity.
Farmers have reached this situation because of governments’ failure and apathy to protect and support them. Not only are they at the mercy of banks and loan sharks, but also the vagaries of weather and the market. After taking numerous risks in agricultural production, farmers do not receive a fair price for their crops; often, they do not even recover the costs invested on producing a crop. Even the Minimum Support Price (MSP) that the government announces is below the officially-estimated cost of cultivation! How is the farm family supposed to run, if there is no profit margin over and above the cost of cultivating a crop? Don’t farm families have other expenses to survive with dignity beyond costs related to agriculture?
Government policies are blind to farmers’ plight and often, outright against their interests. Complicit in this tragedy is our silence. We, the people of this country, are letting this situation to continue. Despite successful state level farmer agitations in the recent months where in some instances, farmers were killed in police firings on agitators, the Central Government has failed to do anything concrete to safeguard farmers. It is clear that this government only pays attention when citizens assert themselves. For this reason, more than 150 farmer organisations have united to form the All India Kisan Sangharsh Coordination Committee (AIKSCC). The following are the primary demands of the AIKSCC:
- Fair and remunerative prices, as returns on farmers’ hard work, i.e. at least 50% above the total cost of production. This was an election time promise of the BJP, and was also recommended by the National Farmers’ Commission. AIKSCC demands this for all crops and other produce like milk, fish as well as minor forest produce, and such a price be made into a statutorily-guaranteed price for all farmers so that it is not just a price announced, but a price realized by all farmers.
- Freedom from Debt through a permanent institutional mechanism that not only includes an immediate loan waiver that should apply to institutional as well as non-institutional loans of all farmers, but also provides for continuous support to farmers burdened by debt. Government should also take up measures to ensure that farmers don’t slip back into debt through effective crop insurance, disaster compensation and promotion of low or no-cost farming.
After organizing hugely successful Kisan Mukti Yatras in different regions of the country as well as a very successful Kisan Mukti Sansad on 20th and 21st November 2017 on Parliament Street in Delhi, AIKSCC has announced its next plan of action to secure these two demands for all farmers, as immediate requirements to tackle the acute agrarian crisis in India. We invite you to join this movement. The time has come to join our farmer brothers and sisters across the country in solidarity with their agitation. The situation is dire but together we can change it. Staying silent should no longer be an option. This is something that the nation owes to our anna daatas. FREEDOM FROM DEBT & REALISATION OF REMUNERATIVE PRICES AS RIGHTS OF ALL FARMERS
हालांकि बात सुनने में कडवी लगती है, लेकिन सच तो यही है | आज भारत के किसान चाहे वह ज़मीन के मालिक हो, बंटाईदारी या किराए की ज़मीन पर खेती करनेवाले हो, महिला, दलित, आदिवासी किसान हो या भूमिहीन खेतिहर मजदूर हो; कंगाली की हालत में आ गए हैं | आँकड़े बताते हैं कि किसान पर क़र्ज़ का बोझ बढ़ा है, खेती एक नुकसान का सौदा बन गया है, और देश के किसान बुरी तरह से क़र्ज़ के बोझ तले दब गए हैं | हमारी सरकारों और समाज ने अपने अन्नदाताओं को उसकी नियति के सहारे छोड़ दिया है | किसान को न सिर्फ आर्थिक तौर पर लूटा गया है, बल्कि उनकी गरिमा पर भी चोट पहुंचाई गई है |
आज देश के किसान इस हालत में इस लिए पहुँचे है क्योंकि सरकारों और समाज ने उनकी दुर्दशा पर ज़रा भी ध्यान नहीं दिया | मौसम के रुख और बाज़ार के उतार- चढ़ाव के अलावा उन्हे बैंकों और साहूकारों की दया पर भी निर्भर रहना पड़ता है | इतने सारे जोखिमों से जूझने के बावजूद अक्सर अपनी उपज का पूरा दाम पाना तो दूर, किसान फसल की लागत तक वसूल नहीं कर पाते | यहाँ तक कि सरकार भी खुद किसी फसल की जितनी अनुमानित लागत बताती है, उससे कहीं कम न्यूनतम समर्थन मूल्य (MSP) घोषित करती है | इस तरह लगातार घाटा सहकर किसान कब तक खेती- किसानी से जुड़े रहेंगे ? कब तक वे खेती से अपने परिवारों का भरण- पोषण कर पाएगे ?
सरकारों की नीतियाँ किसानों की इस दुर्दशा की अनदेखी करती हैं, और उनके हितों के खिलाफ हैं | किसानों के मुद्दे पर समाज के बड़े हिस्से की चुप्पी भी बहुत दुखद है | चुप रहकर हम सबने हालात को लगातार बिगड़ने दिया है | पिछले कुछ समय में किसानों ने कई आन्दोलन किए --- अपने अधिकारों को लेकर प्रदर्शन कर रहे किसानों ने पुलिस की गोलियां तक खाईं, लेकिन इस सब के बावजूद सरकारें मूकदर्शक बनी रहीं | इन अनुभवों से यह स्पष्ट था कि सरकारें तब तक नहीं चेतेंगी, जब तक नागरिक ज़ोरदार प्रतिकार न करें | इसे ध्यान में रखते हुए पहली बार अखिल भारतीय किसान संघर्ष समन्वय समिति के बैनर तले डेढ़ सौ से अधिक किसान संगठन एक मंच पर आए | समन्वय समिति की प्रमुख माँगें निम्न हैं:
- लागत का उचित तथा लाभकारी मूल्य
किसान को उपज की कुल लागत का ड्योढा मूल्य मिलना चाहिए | पिछले लोकसभा चुनावों में भारतीय जनता पार्टी ने अपने घोषणा पत्र में इसका वायदा भी किया था | राष्ट्रीय कृषि आयोग ने भी इसकी सिफारिश की है | अखिल भारतीय किसान संघर्ष समन्वय समिति की मांग है कि इसे सभी फसलों, दुग्ध उत्पादों, लघु वनोपज आदि के लिए भी लागू किया जाए | इसके लिए कानूनी प्रावधान बनाया जाए | साथ यह भी सुनिश्चित हो कि इन प्रावधानों का लाभ सभी किसानों को मिले | - क़र्ज़ से पूर्ण मुक्ति
अखिल भारतीय किसान संघर्ष समन्वय समिति की मांग है कि सरकार द्वारा सभी किसानों को बैंकों, सहकारी समितियों तथा साहूकारों आदि से लिए हुए सभी प्रकार के कर्जों से पूरी तरह से मुक्त किया जाए | एक बार पूर्ण क़र्ज़ मुक्ति के साथ ही सरकार यह भी सुनिश्चित करे कि कहीं किसान फिर से क़र्ज़ के जाल में न फंसे | इसके लिए फसल बीमा तथा दैवी आपदाओं के लिए मुआवज़े की योजनाएं प्रभावी रूप से चलाई जाएं, तथा कम या शून्य लागत की खेती को बढ़ावा दिया जाए |
देश के 19 राज्यों में हज़ारो किलोमीटर की किसान मुक्ति यात्राओं का सफलतापूर्वक आयोजन करने के बाद अखिल भारतीय किसान संघर्ष समन्वय समिति ने 20, 21 नवम्बर 2017 को दिल्ली में किसान मुक्ति संसद का भी सफलतापूर्वक आयोजन किया है |
हम देश के अन्नदाता के हक में खड़े होने के लिए आपको भी आमंत्रित करते हैं | अब समय आ गया है जब देश किसान भाई बहनों के साथ उनके इस संघर्ष में उठ खड़ा हो | स्थिति गंभीर ज़रूर है, लेकिन हम इसे बदल सकते हैं | चुप रहना अब विकल्प नहीं है | अन्नदाता का क़र्ज़ चुकाने का समय आ गया है |
